What is the Rotterdam South Pact?

The Rotterdam South Pact is a joint additional investment programme for Rotterdam South running until 2015 that has been drawn up by housing corporations, municipal authorities and sub-municipalities in Rotterdam South. The programme endorses the great importance of an additional strategy for Rotterdam South and indicates which investments by the various parties are necessary. The Pact not only builds on existing initiatives, but also guarantees that measures are first and foremost intensified, adjusted and geared to one another.

Target groups of the Rotterdam South Pact
The Rotterdam South Pact dedicates itself to all present and future residents and entrepreneurs in Rotterdam South. The intention of the Pact is to combine forces with the municipal executive, housing corporations, sub-municipalities, school governors, residents’ associations, business associations, care and welfare institutions, the Government, district water boards and the European Union.

Delineating the area of activity
The Rotterdam South Pact covers the sub-municipalities Feijenoord, Charlois and IJsselmonde. As far as the housing programme is concerned, the Pact will focus primarily on the regeneration districts. Furthermore, the approach will differ per area: one district may require the extra tackling of social issues, while in another part of South public space may need an extra impetus.

Objectives of the Pact
The key task of the Pact is to reduce completely the selective migration by 2015 (in order to retain residents from middle or higher income groups) and to increase residents’ satisfaction with their living conditions. Furthermore, the Pact aims at a higher employment level and a lower vocational training drop out rate. Other objectives include: a greater number of sustainable dwellings, an increase in the value of dwellings, an increase in employment and an increase in business investment.

Keystones of the Pact
The three keystones of the Rotterdam South Pact, which are to enhance the social, economic and physical qualities of Rotterdam South, are: Thriving Neighbourhoods, Attractive Districts and Strong Rotterdam South.
